Dr. XUE Chen is Research Fellow at Institute for International Strategic & Security Studies and fellow at Center for Southeast Asia Studies, Shanghai Institutes for International Studies (SIIS). 

Dr. XUE Chen joined SIIS in 1994. Before devoted to strategic and maritime security studies, he worked on Asia-Pacific and American Studies at the SIIS. As a student of IR of 30 years, he has been focusing on the Korean Study and East Asia maritime security with Chinese and English publications and policy reports, which won a number of social scientific awards in China. His representative publications include Non-traditional Security and Supply of International Public Good: On “China’s Responsibility” and Practice of “Harmonious World” (World Economy and Politics, Beijing, Mar. 2009, pp. 62-69); Social Psychology, Misperception, and Transition and Enforcement of US Perception on National Security: Taking the September 11th and Iraq War as Two Cases (World Economy and Politics, Beijing, Dec. 2006, pp. 7-15); Situations and Multilateral Security Mechanism in Northeast Asia: The Status Quo and Prospect (Fellowship Paper 6, Japan Institute of International Affairs, 2001); The Study and Improvement of Enforcing Sanctions against the DPRK: Post Cold War Era to Present and Its Prospect from the Chinese Perspective, International Scholar Exchange Fellowship (ISEF) Paper, Korean Foundation for Advanced Studies (KFAS), 2018; Biden’s Korean Peninsula Policy: A Preview, Task Force Report on Korean Peninsula Policy, SIIS, Sep. 2021; Strategic Patience 2.0?: Assessment and Outlook of the Biden Administration’s Korean Peninsula Policy, SIIS, Dec. 2022; and others. He is also co-translator of Chalmers Johnson’s The Sorrows of Empire 2005, and active with commentaries on East Asia security and China’s peripheral policy in mainstream media, such as the HK Phoenix TV and English channel of China Central Television.

Dr. XUE Chen, Bachelor of history, MA of International Politics at SIIS in 1999, got his Ph.D. of IR at Fudan University in 2012. He went to SAIS Center for Chinese and American Studies in Nanjing in 1997; and was a visiting fellow of Japan Institute of International Affairs (JIIA) in 2000. During his study, Xue Chen won the Chinese-American Study Scholarship of 1998, Johns-Hopkins Nanjing Center; Guanghua Scholarship of Fudan University in 2006; Philosophical and Social Scientific Award Shanghai (1st Class) of 2008; as well as Shanghai Federation of Social Sciences Research Paper Award 2009. In 2006, 2011, and 2012, he was invited by the US Department of State as presenter of Symposium of Northeast Asia Security (SNEAS). He was also invited by the US Department of State as participant to the International Visitor Leadership Program (IVLP) in February 2012. In 2012 and 2015, Dr. Xue was invited by the ROK Ministry of Foreign Affairs to visit think tanks in South Korea. In April 2016, he participated the 5-week Advanced Security Cooperation seminar (ASC 16-1) by the Asia Pacific Center for Security Studies (APCSS) of US Indopacific Command in Hawaii. Dr. Xue Chen was also a 2017-18 visiting fellow of Korean Foundation for Advanced Studies (KFAS) conduct a research at Ajou University, Republic of Korea.
