The 11th CICA Think Tank Forum Held in Xining, Qinghai

From August 27th to 30th, 2023, under the guidance of the Chinese Ministry of Foreign Affairs and jointly hosted by the Shanghai Institutes for International Studies and the Foreign Affairs Office of Qinghai Province, the 11th CICA Think Tank Forum was successfully held in Xining, Qinghai. The forum invited nearly 50 scholars and diplomats from countries including Azerbaijan, Kazakhstan, Kuwait, Kyrgyzstan, Russia, Tajikistan, Turkey, the United Arab Emirates, Uzbekistan, and more, besides China. The discussions revolved around critical issues related to Asian security and development in a hybrid format.

During the forum's opening ceremony on the afternoon of August 28th, Ms. Wang Haihong, Vice Governor of Qinghai Provincial Government; H.E. Mr. Kairat Sarybay, Secretary General of the Conference on Interaction and Confidence Building Measures in Asia (CICA); H.E. Mr. Shakhrat Nuryshev, Ambassador of Kazakhstan to China; H.E. Mr. Sobirzoda Shukhrat Gulmakhmad, Deputy Secretary General of the Shanghai Cooperation Organization (SCO), and representative from the Chinese Ministry of Foreign Affairs delivered opening remarks. Prof. Chen Dongxiao, President of the Shanghai Institutes for International Studies, presided over the opening ceremony. Nearly 20 ambassadors and diplomats, including H.E. Mr. Fariz Mehdawi, the Palestinian Ambassador to China, H.E. Mr. Arthayudh Srisamoot, the Ambassador of Thailand to China, and H.E. Dr. Mohamed Ghassan Mohamed Adnan Shaikho, the Ambassador of Bahrain to China, were also invited to attend the forum.

The theme of this year's forum was " Building an Asia of Mutual Learning and Win-win Cooperation: The Role and Mission of CICA." Scholars at the forum engaged in in-depth discussions on topics such as peace and development in the Asian region, mutual learning and exchange among diverse Asian civilizations, and the process of CICA's transformation into an international organization.

 

On the afternoon of the 28th, participants had candid and in-depth discussions on the topic of "Mutual Learning among Civilizations and the Path to Coexistence among CICA Member States," presenting various ideas and proposals for promoting civilizational exchange.

During the meeting on the 29th, attendees also offered profound insights into current development issues in Asian countries and regions under the two sub-themes: "Security, Stability, and Win-Win Cooperation among CICA Member States " and "CICA as an International Organization: Mechanism Building and Concept Innovation." They provided important opinions and recommendations regarding the paths and measures to be adopted during CICA's transformation into an international organization, as well as the issues to be addressed during this transition process.
